Support for modplug not enabled on Debian/Ubuntu

Bug Description

Requested on facebook: Default support for tracker files.

Why don't we enable modplug support in our Debian/Ubuntu builds? I would recommend to add it for 2.2.3.

Windows and macOS are a different story, though.

Any reason this is still disabled by default for Windows / macOS?

Having build mixxx with modplug=1 for a long time, i can confirm it works reliable on macOS too.

Someone would have to add libmodplug to the Windows and macOS build environments. Are you volunteering to do that?

No, sorry, I'm not able to support the other platforms.

First we need to get the build server up and running again for Linux. It should be a small change, but I don't have any permissions do that.

Adding it to macOS + Homebrew should be easy, too.
