control to sync beat and phase independent from quantize

Bug Description
We had a user request that sync should sync phase unconditionally to make Mixxx behave like other DJ Apps.
I think this is not a good idea, because sync to phase is not allays desired, especially if the beatgrid does not fit perfectly. The user can already change the behaviour as desired by enable quantize.
Unfortunately the user is not able to tweak Mixx for the desired behaviour. We may fix this by adding a "beatsync_
