Create explicit focus Library CO

Bug Description
It would be helpful to have a CO that would explicitly set the Library focus. For example, the American Audio VMS4 Traktor Edition has two touch strips. The left one is intended to scroll through the folder list and the right one is to scroll through the contents of the selected folder. Currently in 2.1, there is no way to explicitly say which Library pane should be in focus, so there's no way to guarantee that these strips will scroll their intended areas.
