SVG images are not displayed in real size if they contain 'width' and 'height' attributes

Bug Description
If SVG background files contain attributes
width=100%
height=100%
they are smaller than they should be, about 1/4 of the actual size.
Removing those attributes makes everything be displayed as expected.
This is neither related to skin scaling, not to stretching an image to fill a widget background
