No tool tip on buttons or potentiometers

Dell XPS 13, Ubuntu Xenial 16.04,
Mixxx 2.1.0-beta1 (build 2.1 r6486), French language, Tango Skin

No tool tip appears when mouse is over the button or potentiometer.

Tango Skin
- Button Show/Hide Waveform Display. Located on Top/Right of the Skin.
- Button Show/Hide Loop "Deck". Located on Top/Right of the Skin.
- Button and potemtiometer of the microphone section
- Potentiometer Gain of Preview Deck
- Button Play/Pause of Preview Deck
- Button Maximaze Library, just below the Preview Deck.
- Button Show/Hide Cover Art, just below the Preview Deck.

Deere Skin
- Button Record Mix
- Button CUE of the Samplers.
- Button MANUAL and Potentiometer STRENGTH of DUCKING Deck.

Shade Skin
- Button FX, close to the potentiometer Dry/Wet
- Button Loop Size 1/8, 1/4, 1/2, 1, 2, 4, 8, 16.

Thanks for checking the tooltips!

This bug report is mix of issues, though:
- Shade is reworked right now anyway PR
- for some controls, or mix of controls like Deere's sampler Cue, are skin specific, like show_waveforms in Tango, there's no tooltip available, yet. See lp:1741500
- some tooltips are just not implemented, yet ;)
- some controls need to be unified across all available skins, which I'll take care of. See lp:1740513
