loop halve effect for non 4/4 measure tracks

During the review of https://github.com/mixxxdj/mixxx/pull/1187 , introducing the new feature that allows to use auto one measure loop in a 3/4 or 5/8 track. It turns out that a pure halving effect does not have any musical value.
Especially loops of near one beat size sounds odd and are changing the original bpm of the loop.
This could be solved by adopting a pure one beat loop instead of a strict math halve loop.

This feature might be unexpected in without a track property for the measure beat signature,
but once we have this it would be an almost natural solution.
