Set cue point to first downbeat after analysis

Bug Description

For tracks without a cue point (load cue) the cue point should be automatically be set to the first downbeat after analysis has finished. An already existing cue point should not be replaced/deleted.

In general a good Idea. The only problem is that we have a ¼ chance to make it right and hit a downbeat. If we implement it without a downbeat detection. It will we hard to distinguish CUEs manual set on a downbeat from automatically set on the first beat. The user cannot rely on his CUEs anymore.
