live broadcasting: add "require TLS" option

Bug Description

libshout has optional TLS support (and the Mac and Windows buildserver builds are built with openssl now) -- if SHOUT_TLS is defined, we should be able to call shout_set_tls(...). The options are:

SHOUT_TLS_DISABLED
SHOUT_TLS_AUTO (default)
SHOUT_TLS_AUTO_NO_PLAIN (require TLS)
SHOUT_TLS_RFC2818
SHOUT_TLS_RFC2817

We should add a checkbox for "require SSL/TLS" that switches between SHOUT_TLS_AUTO and SHOUT_TLS_AUTO_NO_PLAIN.
