remember whether vinyl control is enabled across restarts

Bug Description

Users who use vinyl control probably plug into the same setup most of the time and usually have vinyl control enabled. It would be helpful if on startup, Mixxx set vinylcontrol_enabled for each deck to whatever it was when Mixxx was last shut down.
