mp3: files with changing bitrate are playing heavily distorted

Bug Description

Due to file corruption or tagging issues it may happen, that a mp3 file contains valid header, but wrong data.
Since Mixxx does not support changing channel count or sample rate during playback, such files need to be rejected.
If not, it will sound heavily distorted.

This happens in Mixxx 1.11 and the current master.
It is solved in https://github.com/mixxxdj/mixxx/pull/411

The fix for this bug causes an other bug #1446931
