Allow load plugins from the build tree

Bug Description

I should be possible to use plug-ins without installing them
sudo scons install

Changed to eliminate SoundSource plugin variant dirs and add $build_dir/plugins to the search path if it exists.

Eh, I spoke too soon. My change caused SCons issues. I'll look into other ways.

Currently this works:
./mixxx --resourcePath res --developer --pluginPath lin64_build/plugins/lin64_build/m4a/

We should also make sure that the tests, using the plugins uses the Version from the build tree and not the installed Version.
This should work by default.
