Support removal of decks internally

Bug Description
Right now [Master],num_decks can only go upwards because we don't support deck removal. Deck removal would need to take in to account the removal of a deck that is currently playing, and therefore the timing issues that come in to play when the enginemaster is performing reads on a buffer that has suddenly disappeared. Probably we will need an "is dying" flag so the deck can shut itself down cleanly.

Who is working on this for 1.12.0? There is a bunch of work involved. I'd like to tackle it eventually but won't have time to work on it for 1.12.
