Xscreensaver doesn't work properly when it starts during another program's fullscreen

I've noticed this with zsnes and vlc. If I play with zsnes until the screensaver
kicks in then the screensaver comes up but you can't end it with mouse movement,
only with the keyboard. When you do, the game comes back up but if you alt+tab
out you see anothet window minimised in the taskbar, that of the screensaver.

The same thing happens when watching something fullscreen with vlc. It should be
easy to reproduce based on this information.

This is NOT the same as 19370. Read it again, in this case the screensaver comes
up (which is expected behaviour since the program doesn't stop it) but behaves
abnormally. Read the description again.

Switched to gnome-screensaver, which handles inhibit and can handle fullscreen applications better.
