Maintence mode doesn't work

Mistral has maintance mode which doesn't work now at all:

1. MaintenceHook doesn't included in app.
2. Sql queries are wrong. They have missprints and it leads to incorrect execution.
3. Rest endpoint {mistral}/maintance doesn't work due to 2 point
4. maintence.py service doesn't work because it has not supported paramentes in some places

So, maintence mode must be fully refactored.

This issue was fixed in the openstack/mistral 19.0.0.0rc1 release candidate.
