Bug Description

Py3.7 tests are resulting in a core dump. This is easy to recreate by adding a py37 tox target.

This seems to be similar to https://storyboard.openstack.org/#!/story/2003186. Note that I've not yet looked into Zane's comment but plan to soon.

This is no longer occurring on the latest python3.7 versions in Ubuntu Bionic and Cosmic.
