"mistral-db-manage populate" works too slowly

If run "mistral-db-manage --config-file=... populate" then it will hang for a very long time.

The problem is in registering OpenStack actions. If we comment the method call on this line https://github.com/openstack/mistral/blob/master/mistral/services/action_manager.py#L128 then it finishes quickly but it creates only actions with "std." prefix

Installed All Basic Controller Services on a Single Machine then tried to install Mistral.

Getting this Error while executing.

mistral-db-manage --config-file /etc/mistral/mistral.conf populate
