Bug Description

The URL is using "https":
https://lists.openstack.org/cgi-bin/mailman/listinfo/openstack-dev,

I can access this link through "http", but "https" cannot.

    Chnage the mailing list URL

    The secure link to the OpenStack-dev mailing list homepage doesn't
    seem to work. So, change it to http.
