Bug Description
Dynamic loading of the ironic-inspector openstack actions isn't working in some cases. I recently discovered that in a TripleO Overcloud environment (which still uses a v2.0 keystone URL in some cases) I see this:

The fix seems to be to manually change auth_uri to a non-v2.0 keystone URL in /etc/mistral/
