Functional tests use setUpClass method in classes

According to tempest doc in setUpClass method ([1]), need to get rid of usage of setUpClass everywhere.

Need to use 'resource_setup' instead.

    Adding functional tests for SSH actions

     * Added 2 tests: for SSHAction and SSHProxiedAction
     * 2 VMs are created for test purposes

     * SSHProxiedAction test checks that ssh command was
       executed on certain VM (which is in guest network)

This issue was fixed in the openstack/mistral 2.0.0.0b1 development milestone.
