[UI] can't handle mistral API exceptions

Bug Description

As Mistral API exceptions aren't added to Recoverable list, currently we can't handle exceptions by using horizon's exceptions handle method.

    Add mistral APIException as a Recoverable Exception

    currently we can't handle api exceptions, so add mistral api
    exception to Recoverable list
