mistral-db-manage populate doesn't work

mistral-db-manage populate command doesn't work if mistral is installed in system (not in development mode).

    Fixing mistral resources path

     * Fixed standard actions and workflows paths.
       If mistral is installed in system, 'resources'
       are not copied to dist-packages/mistral, so
       mistral-db-manage populate command won't work.
       Now resources are included in mistral.
