Bug Description
with xmir, gedit, kate and clion installed...
miral-desktop --window-manager tiling
start gedit & switch back to command-line
start kate & switch back to command-line
start clion (using miral-xrun) & switch back to command-line
Expected: clion windows constrained to top 1/3rd of RHS of display
Actual: clion "tip" window appears over kate tile

I'm pretty sure that solving this will also benefit Unity8, as that also wants an opportunity to constrain the motion of child windows to reflect limitations on the valid position.
