Bug Description
$ bin/miral-shell --startup qterminal
Press Alt-F to bring up File menu
Press Esc to hide file menu
Move the qterminal window
Press Alt-F to bring up File menu
Expect: file menu appears at top of window
Actual: file menu appears where it was first time
