Bug Description
Shells need to adapt to display configuration changes but, at present, no notification is sent on rotation.
I discovered this while experimenting with miral-shell: I have a branch that redraws the background when the output changes and (on mesa-kms) that was not redrawing until I switched away from the display and back again. Turns out that's when the shell hears about it.

FWIW miral:: ActiveOutputsMo nitor already provides the necessary notifications, so this is just legacy code we ought to get rid of.
