Cursors with a non-zero hotspot are drawn out of position

Bug Description
With lp:~alan-griffiths/miral/fix-1699084
$ bin/miral-desktop -launcher mir_demo_
The target follows the X cursor, not the Mir cursor. Moving the cursor to the corner of the window shows that the the top left of the cursor image is drawn at the real hotspot.
This seems to be a bug in whiteglass.
