Bug Description
Try building and running e.g. miral-test without mir-test-tools installed. The build works, but many tests setups fail for lack of a "server platform"

Is that file is the only one required it might make more sense to provide dummy.so by some other means. Depending on mir-test-tools is undesirable due to their unusually large size.
