Bug Description

NBS never uses mc::MultiMonitorMode::single_monitor_fast, even when only a single monitor is plugged in.

I noticed this via high-speed camera measurements. What I found was that NBS has the same latency as BufferQueue-minus-early-release.

Grepping the code confirms NBS never makes use of MultiMonitorMode::single_monitor_fast, even with a single monitor. But that might actually be a good thing in the end...

That was a prerequisite/related branch but not a fix.

Arguably we don't need a proper fix if we end up removing the feature later.
