Bug Description

MirMotionPointer.vscroll events go missing. When they do arrive, they correctly have values +1 or -1. However after a few steps of the wheel I get no vscroll events (and need to make a few more steps before the events start coming through again).

Test case:
  1. Start mir_proving_server and a client.
  2. Zoom in/out using Super+mousewheel
Expected: The zoom visibly changes on every step of the mouse wheel.
Observed: The zoom visibly changes only on some steps.

Found the failure is also happening at the kernel level:
  sudo evtest | grep WHEEL

Seems to be a cheap mouse hardware problem. Plugged another mouse in and no bug.
