Unity gets slow if 3+ apps are running

Bug Description

Image 93 + Fix for bug 1235190

If I have only one app is running everything is super fast. Dash scrolling is really smooth and other navigation in the Dash is also fast but if I have multiple apps opened things start to get slow. As you open the third app things get slow.

1. open camera
2. open gallery
3. open dialer
4. come back to dash and scroll

What happens: scrolling is pretty laggy

I would like to mention that I don't see any CPU spike when this problem happens unlike other duplicates of bug 1227739

That's not surprising, since it should only be the GPU that we're over-using.
