Bug Description

In the case of the System Compositor, we are not necessarily interested in opening all input devices (i.e. pointer), but we would like to open the keyboard.

It would be nice if the shell/system-compositor could interfere with input device probing, i.e.

bool Input<SOMETHING>::use_device(DeviceInfo)
