Bug Description

On hardware where horizontal tearing has been completely eliminated, (nvidia 8400m), currently xmir brings it back. Even worse if compiz/unity are killed off.
Hopefully this will not be the case later on in 13.10 or come unity8 (no compiz

Lack of vsync with nouveau is also described in bug 1195811. I think this might be a duplicate of that.

Sounds reasonable, time will tell.
  When that bug is fixed then I'd expect no sign of tearing here, on the
Desktop, scrolling & in videos
No reason to try Mir natively here as well established that xmir modukle
loaded = tearing in all 3, not loaded = none at all
