debian/copying: References LGPL-3

Bug Description

The copying file says the program is GPL-3, but points the user to Debian's LGPL-3 documentation. I see the boilerplate on the code and the README.md say the program is GPL-3, so guessing the LGPL-3 reference is just a copy-and-paste error.

According to the readme, the client is LGPL and the server is GPL.

Hmm, looks like yesterday folks went through and clarified the licensing and boilerplate on source code.

Looks like pretty much all the source code is LGPL, with main.cpp being the only GPL-3 bit.

I've left debian/copyright as claiming LGPL-3 and just fixed up the license title to match. I'm guessing this file should also say something about the GPL-3 bits, but will leave that to someone better educated about the licensing breakdown of the codebase.
