Bug Description
Sometimes to do elegant alignment we would need a container that has just 1 child, and places it with given proportion, so that the overall look of the UI is same (scaled) regardless of the size of the area where the widget is drawn.
An example usage case would be to "place this children widget centered on the point that is 75% to the left and 60% from the top".
Another example might be "place this children widget so that it's left-down corner is exactly at 50% parent's height and width".

It appeared to me that any elegant main-menu, whatever we design, will need a number of such widgets to place widgets in a smarter way than a WFixed, thus I changed the priority to High.
