-c only accepts absolute config paths

Bug Description
The -c command-line argument only takes absolute paths, but I see no reason it shouldn't take all valid paths. It's certainly annoying to have to specify e.g. "~/.config/midori" instead of .config/midori, or when playing with multiple config paths (and modifying config files) in /tmp to have to type the entire path each time.
The attached patch changes this behavior.
