Can't configure middle-click to open links/bookmarks/history in new window

Bug Description
By default, middle-clicking a link on a page, or a bookmark/history item, opens them in new tabs. There doesn't appear to be any way to configure this action, in either the preferences, or via extensions such as, "Shortcuts".
I'd really appreciate it if an option were added somewhere, so that I can choose whether middle-clicking opens links/bookmarks

I'm not sure why this makes sense to configure. Rather, it should obey the same rules as everywhere else, which is Alt for new window and Shift for background or not.
