Split proxy server option into two fields

Bug Description

Please split proxy server field into two fields. One field for hostname or IP and one for port.
It will be much better visually. Firefox already does this.

Now, we have those fields for proxy server and its port separated.

Thanks for the patch! I added a gtk-doc comment for the new setting and made it use katze_property_label.
