This seems like the same issue with the following reproduction:
1. In Preferences -> Startup set "When Midori starts" option to "Show last open tabs" or "Show last tabs without loading"
2. Open two or three tabs to various websites.
3. Close Midori
4. Reopen Midori and view the re-opened tabs (should match the ones open when you close Midori, so long as it's a fresh copy of Midori).
5. Close each of the tabs so that your Speed Dial page appears.
6. Close Midori
7. Reopen Midori
My expected behaviour in this case would be that Midori will re-open with only the Speed Dial page open, however it will instead re-open with not only Speed Dial in a tab, but also all of the tabs that you closed in step 5.
I'd like to recommend that Midori should simply save the currently open tabs at the time that it's closed (or periodically if you want some failure resistance). When it reopens it will reopen these exactly, either preloading them or leaving them until the user views the tab as expected.
