Bug Description
A recent regression can cause new tabs to have about:new in the urlbar when it should be blank. There's reason to suspect the refactoring of about: pages into a plugin.
Private browsing usually should reproduce the bug even if a normal config doesn't.
1. Open a new tab
2. Note about:new in the urlbar
