'Toolbar Editor 0.1' unavailable under Windows 7 Starter

Midori documentation (https://midori.jottit.com/menu) indicates that enabling the 'Toolbar Editor 0.1' extension should add a new item to the 'Tools' Menu, specifically Tools -> 'Customize Toolbar...'

I have enabled the extension but no such Menu option appears so I am unable to edit the toolbar.
If the documentation is incorrect and the 'Customize Toolbar ...' option is in fact supposed to appear under the 'Edit' menu then:
(i) Please correct the documentation
(ii) See bug #1303372

I am using Midori 0.5.8 on Windows Starter 6.1 Service Pack 1.
