Sidepanel starts out with no active pane

Bug Description
The sidepanel is created without any panes, and so it doesn't have any pane selected when it is first shown.
To reproduce, open midori and hit F9 to open the panel. Part of the Bookmarks pane is shown, but it is not completely shown until it is explicitly chosen with Ctrl-Shift-b or by clicking the button.
