Notifications on Windows

Bug Description

We rely on notifications on Linux, on Windows we don't see them as part of the experience. I don't know if we can use libnotify there or we need something else, I just feel "nothing" is not very future-proof.

New suggestion: Snarl http://snarl.fullphat.net/ There's said to be a small library (< 500kb), it's lgpl and includes code that gives notifications out of the box, and optionally can use a fully-featured notification service with theming installed by the user if they so choose.

Another idea come up in IRC, we could just have a simple popup window, it may not have bells and whistles but it does the ob without bloating the download or requiring users to install other software.
