Zeitgeist is enabled based on system configuration, not configure flags

Bug Description

This kind of autodetection often creates issues for packaging because the resultant package's dependency packages are different depending on what the packager had installed, causing different results for users that build the package and potentially causing inadvertent package dependencies. The attached patch makes enables Zeitgeist support iff --enable-zeitgeist is passed.

I strongly object to manual package creation.

That said, I modified the patch to keep zeitgeist enabled by default on non-Windows.
