use hint text in sidepanel search

Bug Description
The search bar in the sidepanel should use hint text to describe what it intends to search such as:
"Search Bookmarks", "Search History", and "Search Transfers"

We don't actually have search for Transfers. But I took the opportunity to have the Cookie Manager behave the same as other searchable panels and use a hint text as well.
