Tab re-ordering is reverted after restart

Bug Description

Tabs can be re-ordered with the mouse or keyboard, but the order is being reverted after closing and opening Midori again. As far as I see, the tab-moved signal is never emitted.

Midori uses the API which was added, but it doesn't appear to work.

Well, in granite-demo everything's working fine. I added a print to it, so you can test it there.

In fact I get the switch signals. But at startup, the order of insertion is wrong so it "looks" wrong. The menu in Midori that holds the same list of tabs has the correct order, so something mixes up tab positions.
