Can't live migrate instances: Permission denied

Bug Description

While trying to migrate an instance in the command line, there isn't any error in the output, but the instance doesn't migrate. Here is a snippet from the syslog of the source compute node:

Control and all compute nodes can access one another with their hostname. Password-less SSH is enabled on the source and destination nodes. The control node and the destination compute node can access the source node with their public key. Running the same command as root on the control node and on the destination compute node downloads the file successfully.
