vm_state ERROR

Bug Description

I installed Microstack on ubuntu server 22.04.1 LTS as a Single node. All goes well when I create networks, routers, AZ, VM etc using CLI. However, when I monitor the VMs I get ERROR status.

Created VM myvm1, attached a NIC on mynetwork1, set security-group mysecgroup, injected ssh-key mykey and placed it on AZ az2

Later when I create a volume and want to add it to the a VM I get:

Cannot 'attach_volume' instance 28c839a0-4289-40e6-b4ca-a2e9efb30fad while it is in vm_state error (HTTP 409) (Request-ID: req-503818e0-7518-455f-aecf-2ecf6bf77b55)

I know a company done this. They sell codes that WILL have bugs so other companies that uses that code have to find them to fix the code. Profits.
