no support for `openstack loadbalancer`

Bug Description

`openstack loadbalancer` command does not work. does this option exist? will it be added. I am trying to integrate octavia loadbalancer, the octavia documentation uses devstack but i assumed microstack should support it as well. if this needs building from source where is the docs for this?

Thanks for raising this issue. Unfortunately at this point in time, MicroStack does not support the Octavia Loadbalancer as a service. However, this is something we will consider for a future release.

Unfortunately, not currently. This would require adding Octavia support to MicroStack.

That being said, we're currently working on something a little bit different for MicroStack itself. We see something like this being something as simple as:

$ sudo microstack enable loadbalancer

And adding the built in loadbalancer support. We're thinking that Octavia with the OVN based loadbalancer rather than amphora would probably be good enough for many situations. Its an L4 loadbalancer.

Perhaps you can help us determine more about what your use case is and whether or not a L4 loadbalancer will work for you?

I am trying to setup openstack and charmed kubernetes using juju.

I am deploying charmed kubernetes onto openstack using custom-overlay.yaml example for openstack.

I read online trying to set up with NodePort can be very tricky and messy with networking, So I looked at LoadBalancer option which lead me to devstack solution. However trying to apply the same steps listed here does not work. https://docs.openstack.org/octavia/latest/install/install-ubuntu.html

Also implementing the same troubleshooting steps on devstack which occured on Microstack does not work.

My end goal is to create a blue/green deployment pipeline using kubernetes on openstack
