"microstack.ovs-dpctl dump-flows"does not appear to work

Bug Description

I'm trying to prepare some training materials for use inside the BootStack team, leveraging microstack to ramp team members on OVN via the OVN OpenStack tutorial (https://docs.ovn.org/en/latest/tutorials/ovn-openstack.html).

While trying to walk through the tutorial myself, I found that the "ovs-dpctl dump-flows" command does not appear to work. This is what I see:

paul-goins@dell2018:~$ sudo microstack.ovs-dpctl dump-flows
