Installation (242) fails with mount not allowed by "kernel-module-control" plug rule

Bug Description

MicroStack (242) installation command (from docs: https://ubuntu.com/tutorials/microstack-get-started#2-install-microstack) fails:

$ sudo snap install microstack --devmode --beta
error: cannot perform the following tasks:
- Mount snap "microstack" (242) (installation not allowed by "kernel-module-control" plug rule of interface "kernel-module-control")

Flags that fail are:
- `--beta --devmode`
- `--beta`

The only way the installation now succeeds is via `--edge` flag.

Environment:
OS Ubuntu 20.04.3
snap 2.53.4
snapd 2.53.4
series 16
ubuntu 20.04
kernel 5.11.0-43-generic

BTW using --edge I getting non working web interface
getting the same error during the installation:

snap install microstack --devmode --beta

This problem is likely due to the recent changes made in the store to request auto connection of interfaces. Once the fix to the horizon UI lands, we can look at promoting the edge channel to beta.

This has been fixed in the beta channel some time ago and this bug was not updated to reflect that.
