Generating image metadata for Juju could be clearer in terms of Region

Bug Description
When generating metadata for use with Juju it is not clear what the value for $OS_REGION should be. Apparently it must be 'microstack'. The variable:value is currently not exposed to the user. I suggest we make it so.
$ juju metadata generate-image -d ~/simplestreams -i $IMAGE_ID -s $OS_SERIES -r $REGION -u http://
